[IRP] IRP Charter Draft meeting 10-15-09

Hello everyone,
Here are some notes from today?s charter draft review meeting Thurs. 15:00 CET to better coordinate with Friday?s meeting at 18:00 CET (12pm EST).
Those in attendance: Olivier MJ Crepin-Leblond, Emily Laidlaw, and Robert Bodle.
We had a brief but lively discussion addressing wiki procedure, acknowledgement of other works, language, length of document, transparency concerns and Section II.
Wiki Procedure ? when editing the wiki Olivier suggested we proceed or follow our edits/contributions with our initials (to be removed later). This might help with discussing articles for revision.
Olivier also suggested citing our sources as in-text citations, to later be added as end-notes (a la Wikipedia).
We addressed Lisa?s concern with tone/guidelines for balancing rights language. Emily suggested we follow EU language of proportionality (please correct this if wrong).
Emily had a bad experience with wiki timing out losing her edits - suggesting serious writing be done in word processor then cut and paste into wiki (not sure of actual time-out length but maybe an hour).
We also discussed acknowledgment of other works (WSIS declaration of principles, document and Internet Human Rights Declaration by 15 Chinese intellectuals) in the preamble.
Olivier discussed length of document. Section II has a caveat about the wiki code exceeding size limits. We should consider length of document as both a technical and readability issue.
Transparency issues have arisen, with the wiki requiring registration lags of 24 hours or so. This might have turned people away. Wiki is now open.
Rights list was discussed as primary listserv to discuss edits, but redundancies were also suggested to help with transparency, with IRP general listserv fatigue suggested as well.
Lastly we discussed Section II and Olivier discussed the fact that although Section I is shaping up nicely, that many articles are still untouched. Emily suggested that moving too quickly with Section II without completing Section I will be a poor indication of quality and seriousness of pursuit. Olivier suggested that with a higher quality Section I we can then attract greater collaboration on the document for Section II.
Looking forward to discussing these points as well as content of the articles at tomorrow?s meeting.
