[IRP] NOMINATIONS: 09 elections of IRP steering committee

Hi All,
I would like to leave my chair in the steering committee to another member
from the civil society. Since Max has joined Google, I think it's not fair
to have two individuals from the same company sitting in this very important
committee.
I will keep following the work of this amazing working group.
