[IRPCoalition] RIP Bertrand de La Chapelle

Dear all
Thanks Minda for passing on this sad news.
Bertrand was a colourful character, and an experienced policy advisor
who was present in the early days of the coalition and drafting of the
charter. He was always up for a debate, a chat, and a conversation.
He will be missed. My condolences to his family and friends as they
celebrate his life today.
