<p>Dear all</p>
<p>Thanks Minda for passing on this sad news. </p>
<p>Bertrand was a colourful character, and an experienced policy
advisor who was present in the early days of the coalition and
drafting of the charter. He was always up for a debate, a chat,
and a conversation. </p>
<p>He will be missed. My condolences to his family and friends as
they celebrate his life today. </p>

I am sharing the very sad news of the passing of Bertrand de
La Chapelle, a member of the IRPC and a supporter of the
Charter since its initial release in 2011.<br>

The funeral / mass service takes place today at 15.00 CET at
the Church of Saint-Germain-des-Prés, in Paris.<br>
