[IRPCoalition] IRPC Election Ballot 2021-2023

Dear Mohamed, all:

Thank you for pointing this out. Unfortunately, to technically limit the
vote to only one response would mean that each individual would have to
sign in with a Google address, something not everyone has nor should they
be forced to use.

As such, I am operating on an honour system that people will only vote
once. In case someone has another suggestion, please do share.
