Dear all,

Following Olivier's email sharing the Statement from DC- Core Internet Values, I would like add that we have a close relationship with our sister DC- CIV and that the IRPC shares the same values of a free, global, inclusive, user-centered and rights-based Internet. If there are no objections, I would be happy to reply to Olivier and to let the DC-CIV know of this Coalitions' endorsement.

I would suggest editing the last sentence of the point Regional Shutdowns to read along the lines below, to reflect Charter's Article 5 - Freedom of Expression & Information on the Internet:
“Shutdowns infringe basic human rights such as freedom of expression and the right to information with harmful consequences for people's lives.”

Dear Colleagues,

the DC on Core Internet Values (DC-CIV) focuses on the Technical
evolution of the Internet's Core component parts. Principles such as a
being Global, Open, Free, End-to-End, Interoperable, Robust and
Reliable, etc.

Recently, several governments around the world have taken unprecedented
action that blatantly breaks some of these Core Internet Values. Whilst
in the past, this kind of activity was performed only in isolated cases
by governments that were not seen as democratic, the worrying trend is
that we are seeing some democratic governments drafting laws and taking
action that would change the nature of the Internet's characteristics as
listed above.

As you know, the DCs operate in a United Nations environment that
prevents any organisation from openly criticising specific member
states. Accepting this, a group of volunteers from DC-CIV drafted a more
general statement that urges all governments to watch out for actions
and laws that they might draft, that might negatively impact on Core
Internet Values.

The document is currently in draft form and has gone as far as possible
within DC-CIV, with consensus found on the wording after much
discussion. I am now submitting this to all DCs for their study and
approval. In fact, if you think you can improve on the text without
losing its core message, then please make suggestions on the Google Doc on:

Our plan, once the Statement is complete, is to use all available
channels to share it, so here too, your help would be welcome. I hope
that many DCs will be able to join us in this Statement, as it reflects
the concern of a global community towards a phenomenon that is
unfortunately accelerating.
