Dear colleagues,

I am looking forward to meet many of you at the IGF in Paris next week. As
most of you know in September I returned to Google's Policy Team in Berlin,
not last to help set the IGF 2019 in Berlin up for success. In this spirit
Wolfgang, Matthias and myself put together the following paper, which we
would like to discuss with you and if you are interested team up to empower
the IGF:
