[IRPCoalition] IRP list issues

Dear all,

In case you're wondering why the list is working rather sluggishly,
it's mainly because at the very moment Effi's server is under rather
heavy spam attack (we're getting about 1000x more spam than usual).
At the moment messages take around 20-30 minutes to get through.
Usually this kind of spam attacks last a few days, sometimes a week,
before moving on to another site, so things should soon improve,
I hope. (We are trying to tune the server to improve its
throughput, but probably can't do much.)

Also, some messages were delayed even more because the maximum message
size was initially set too low (sorry parminder), but that's been
fixed now (it still won't pass really huge attachments though).
