[IRP] question about Charter

I suppose Anima was referring to the irp charter which afaik is still a
work in progress. The ten points short version was if my memory does not
fail me finalized to a meeting on freedom of expression and the Internet
hosted by the Swedish mfa with un special rapporteur on Internet and hr in
March 2010.
