[IRP] question about Charter

Dears,

I have one question: When is Charter of Human Right and Principles ofr the Internet written? I can't find that on the web site, unfortunately, but it's very improtant for my master thesis I am writing...I am writing about internet regulation, so I am very pleased I found your web site- so I want to know does my country- Bosnia and Herzegovina become a memeber of your Coalition and does any member/country need to join there, I am a little confused because of a huse amount of informations.
