[IRP] "International" yet continental Re: FW: China wants international code of conduct on internet, etc. (Letter to SG)

Dear all,
   The striking (and alarming) choice of word is "international code of
conduct", not "internet code of conduct".
   It is consistent with Beijing's policy line to reassert the
"international" code of conduct as defined narrowly by the formal and
existing inter-governmental system which excludes non-state members such as
WSIS, IGF, Global Net Initiative, this internetrightsandprinciples.org, or
non UN members such as Taiwan (Republic of China).
    Note the formal and existing inter-governmental system is as clearly
stated in the following line in that document:
"Adherence to the code is voluntary and open to all States."
    It is also amusing to see the geographic locations of the co-signers of
the document. They are actually in the middle of the central Asia, where
Internet infrastructure and resources are still lacking.  I feel sympathy
for their appeal for more equitable distribution of internet resources, but
cannot shake the irony that almost all Chinese Internet traffic going out
from the three major coastal cities of Beijing, Shanghai and Guangzhou,
where also the Great Firewall machines are located.
    So at least for me, yes for more equitable resource allocation for
continental areas such as Asia, Africa, and Latin America, no for taking the
energy and power of the participation by civic societies and non-state
actors who have contributed a lot in the more just and equitable future of
internet.
