[IRP] RES: Workshop proposal on Internet Governance Principles

Hi Katitza:

Thanks for voicing your concerns. We've had some opportunities to
discuss that in recent events and your input on data retention has
been valuable through out the whole Marco Civil process.

I would argue that to bring the Marco Civil along to a discussion over
internet principles is very important for at least three main reasons:

(i) it features an unique and successful public online participation process;

(ii) a number of provisions of the Marco Civil actually came out with
a good wording for key aspects of the whole debate over human rights
and internet, such as the one that states that internet access is a
fundamental right, as well as the ones dealing with intermediary
liability, net neutrality and access to governmental data.

(iii) and last, but not least, it is always good to tell the story of
how difficult it can be to balance the protection of human rights with
the usual pressure to include provisions that addresses some security
concerns and what law enforcement agents (and governments) are
requiring to change in national law in the light of the international
framework.

If our workshop proposal is approved it would be great to take this
opportunity not only to match the stories and contents of all charters
and documents that have been released lately, but also to identify
usual topics of pressure and lobby that may hinder the effectiveness
of some of the provisions dealing, for instance, with privacy and
right of access.

Best,
Carlos

Hi there,

I have concerns about promoting the "Marco Civil". While it has a lot of
good provisions and a have pass through a wonderful participatory
process, it also incorporate a mandatory data retention provision that
many from civil society has strong concerns. We should be careful that
government officials s will not end up mirroring the bad provisions
(instead of the good ones).

I am sharing with you my real concerns as you know but since I am seeing
everywhere the promotion of the framework, I feel obligated to share my
concerns with it.

A big hug, Katitza
