Is capitalization cultural, generational?  I'm from the United States,
grew up outside of  Boston, learned grammar in the 8th grade, have
professional writer/editor friends, ... all in the US, though.

I think capitalizing "Internet" will make this document seem dated.  I
think the word internet has become generic, like xerox and kleenex and
.... I think the whole point of the charter is that this is a tool,
not a Tool, so internet, not Internet.
