[IRP] notes from today's charter draft review meeting (Friday Oct. 16)

Hello again,
Here are some brief notes from today?s charter draft review meeting Fri. 18:00 CET (12pm EST). (Other meeting participants feel free to add to this ? thanks!).
Those in attendance: 1 Max, 1 Katrina, and 3 Roberts (Guerra, Pollard, and Bodle)! (Robert Guerra and Katrina Neubauer of Freedom House)
Another good meeting discussing important issues clarifying Sections I & II; concerns about reinventing the wheel; addressing HR jurisprudence - concerns about crafting careful human rights language that corresponds with and does not cancel out existing HR language elsewhere; concerns about limiting technological language (possible obsolescence of specific technology); ways forward 1) referencing sources and perhaps providing a single link to a repository of sources, 2) needing to flesh out existing substance of articles in Section I (i.e. moving from bullet points to paragraphs, stylistic and syntactic consistencies); creating a working group to continue with Section I while also moving on to Section II (maintain work on both Sections); threading education more throughout articles; and finally looking at two great events beyond IGF to elicit future endoresement on charter Computers, Freedom, and Privacy 2010 (http://www.cfp.org/wordpress/ and a Freedom House sponsored human rights summit in Feb or March).
Instead of detailed notes I?d like to address two operational points as we move forward:
1) Moving on to Section II
2) Participation of both Robert Guerra and Robert Pollard
1) There is no real consensus about continuing work on Section I before moving onto Section II, but what was suggested is that perhaps we can move forward pragmatically by initiating work on Section II while not closing off work on Section I. People who want to continue grooming, summing up, expanding and consolidating Section I are encouraged to do so (with Max as contact for coordination) with Section II open for business, so to speak, to get it up to where Section I is now by the end of month.
2) Robert Guerra will participate on Section I ? specifically Article 18 Freedom of Belief and Robert Pollard on stylistic consistency of Section I.
