[IRP] the perfect Election Coordinator

Hi everybody

I am happy to report that we won Biel Company Perez to coordinate and ensure
good conduct of our steering committee election. Biel introduced himself and
joined our coalition during the IGF. He works on his PhD in law at the
Internet Interdisciplinary Institute (UOC - Barcelona).
