[IRP] NOMINATIONS: 09 elections of IRP steering committee

Hi Rafik

I think Robert is an excellent candidate - however it's one thing at a time
- we first elect the steering committee and then the chair is elected by and
from among the steering committee members

Robert do you accept the nomination?
