[IRP] forward IGC open consultation statement & endorsement draft

Dear Vittorio and all

Thanks to everyone who contributed to this effort - please excuse the "last
minute" hectic, but in the end i believe we managed to make at least our
core strategic point and show that we deserve the atribute "dynamic"!

Thanks especially to Graciela who represented us at the OC's and read the
short statement.

Looking forward to prepare a more substantial contribution for the next OC
