[IRP] Charter process

Dear Lisa

I am not sure what the exact schedule is, but it would be good to get
feedback on a draft at regional IGFs other than just at Eurodig.

There will be the LAC, East and West African IGFs that I know of.
Possibly more.

APC will also facilitate comment from our network as soon as there is a
draft. 

And, what about requesting feedback from organisations like Human Rights
Watch, Article 19, Amnesty, HREA (human rights education) and other
human rights organisations?  They might have different perspectives, but
it could be useful to:

- alert them to our work
- get their reactions
