set up to prepare a draft recommendation by the Committee of Ministers 
on a comprehensive approach to addressing hate speech, including in the 
context of an online environment, within a human rights framework 
building on the case law of the European Court of Human Rights and 
drawing upon existing Council of Europe texts and the legacy of the No 
Hate Speech Movement Youth Campaign, as well as possible practical tools 
to give guidance to member States and other stakeholders in this area

The ADI/MSI-DIS already met twice, in 29-30 September and in 15-16 
December 2020. The *Information Note on the drafting of the Committee of 
Ministers Recommendation on combating hate speech* attached was prepared 
by the co-Secretariat to the Expert Committee to provide both CDMSI and 
CDADI members with an overview of the progresses made so far, a 
tentative roadmap for the year 2021 and a presentation of the proposed 
elements to be covered in the appendix of the recommendation.

The drafting Rapporteurs to the Expert Committee are currently working 
in strict cooperation with the co-Secretariat, the Chair and the 
Vice-Chair to the ADI/MSI-DIS, with a view to provide participants to 
the next meeting of the Expert Committee with a preliminary draft of the 
future CM Recommendation. Your possible inputs and observations on the 
Information Note attached will inform the work of the drafters and be 
transmitted to the Expert Committee for their consideration in the next 
meeting, tentatively set on 31 March-1 April. For your information, 
close coordination between ADI/MSI-DIS and MSI-DIG is foreseen to ensure 
that, in their respective deliverables, the issues of common interest 
are addressed in a harmonised manner .

L'ADI/MSI-DIS s'est déjà réuni à deux reprises, les 29-30 septembre et 
les 15-16 décembre 2020. La *note d'information ci-jointe sur la 
rédaction de la recommandation du Comité des Ministres sur la lutte 
contre le discours de haine* a été préparée par le co-secrétariat du 
comité d'experts afin de fournir aux membres du CDMSI et du CDADI un 
aperçu des progrès réalisés à ce jour, une feuille de route provisoire 
pour l'année 2021 et une présentation des éléments que l'annexe de la 
recommandation devrait couvrir.

Les rapporteurs du Comité d'experts travaillent actuellement en étroite 
collaboration avec le co-secrétariat, le président et le vice-président 
du CDMSI-DIS, en vue de fournir aux participants à la prochaine réunion 
du Comité d'experts un avant-projet de la future recommandation du CM. 
Vos éventuelles contributions et observations sur la note d'information 
ci-jointe éclaireront les travaux des rédacteurs et seront transmises au 
Comité d'experts pour examen lors de la prochaine réunion, 
provisoirement fixée aux 31 mars et 1er avril. Pour votre information, 
une coordination étroite entre ADI/MSI-DIS et MSI-DIG est prévue afin de 
garantir que, dans leurs livrables respectifs, les questions d'intérêt 
commun seront traitées de manière harmonisée
