Dear CDMSI members, participants and observers,

For your consideration and in view of the forthcoming plenary, please
find attached:

  * the Draft Recommendation on the human rights impacts of algorithmic
    systems (link <https://www.coe.int/en/web/freedom-expression/msi-aut>)
  * the Draft Recommendation on promoting a favourable environment for
    quality journalism in the digital age (link
    <https://www.coe.int/en/web/freedom-expression/msi-joq>) and
  * the corresponding Executive Summaries.

The two drafts have been prepared by the MSI-AUT and MSI-JOQ
subcommittees and they are available on our website.

With regard to the recommendation on quality journalism it had been
agreed to follow a written procedure for tacit approval.  As you are
aware, all delegations tacitly approved the document apart from the
Russian Federation (you will find their message attached).   Under these
circumstances we need to seek approval of both draft recommendations
under the regular procedure during the plenary.   You are kindly invited
to send us any feedback you may have by *24 November* at the latest.

Next week you will receive the draft agenda for December’s plenary plus
the three draft resolutions for the Ministerial Conference 2020.

Nous vous soumettons en vue de la prochaine réunion plénière:

  * le projet de Recommandation sur les impacts des systèmes
    algorithmiques sur les droits de l’homme (lien

  * le projet de Recommandation sur la promotion d’un environnement
    favorable à un journalisme de qualité à l’ère du numérique (lien
    <https://www.coe.int/fr/web/freedom-expression/msi-joq>) et
  * les résumes des deux projets.

Les projets ont été préparés par MSI-AUT et MSI-JOQ et sont disponible
sur notre site web. 

Ence qui concerne la recommandation sur le journalismede qualité, il
avait été décidé de recourir à une procédure écrite pour l'approbation
tacite.   Comme vous le savez, toutes les délégations ont approuvé le
document a l’exception de la Fédération de Russie (voir ci-joint le
message recu de la Federation de la Russie). Dans ces circonstances,
nous devrons demander l'approbation dans le cadre de la procédure
régulière lors de la prochaine plénière.  Vous êtes invités à nous
transmettre vos éventuels commentaires avant le *24 novembre*.

Nous allons vous transmettre la semaine prochaine, le projet d'ordre du
jour de la plénière de décembre ainsi que les trois projets de
résolutions pour la Conférence ministérielle 2020.
