Dear CDMSI members and participants

At its 1247th meeting on 10-11 February, the Committee of Ministers has 
invited the CDMSI to provide comments on PACE Recommendation 2085 (2016) 
– “Strengthening the protection and role of human rights defenders in 
Council of Europe member States 
<http://assembly.coe.int/nw/xml/XRef/Xref-XML2HTML-en.asp?fileid=22501&lang=en>”, 
  adopted in the 25-29 January 2016 session.

In order to meet the deadline of 11 May 2016, the work (commenting and 
adoption) will have to be done by e-mail exchanges. The envisaged 
schedule is the following:


- *By 4 March*: CDMSI member provide preliminary comments to the 
Secretariat

- *By 22 March*: Secretariat sends the draft to the CDMSI Bureau, in 
both official language versions, for endorsement/comments *by 1 April.*

The Secretariat will then adjust the draft for a second (and hopefully) 
last round of comments and for online adoption by the CDMSI.

Lors de sa 1247è réunion des 10-11 février, le Comité des Ministres a 
invité le CDMSI a formuler, pour le 22 octobre 2015,  ses observations 
sur la Recommandation 2085 (2016) – « Renforcer la protection et le rôle 
des défenseurs des droits de l'homme dans les Etats membres du Conseil 
de l'Europe 
<http://assembly.coe.int/nw/xml/XRef/Xref-XML2HTML-FR.asp?fileid=22501&lang=FR>» 
de l’APCE qui a été adoptée lors de sa session des 25-29 janvier 2016.

Afin de pouvoir répondre au Comité des Ministres à la date impartie du 
11 mai 2016 au plus tard, le travail (commentaires et adoption) devra 
être effectué par échange de courriels. Nous vous proposons le 
calendrier suivant :

-              Au plus tard le *4 mars : * le CDMSI envoi des remarques 
préliminaires au secrétariat

-              Au plus tard le *22 mars* : le secrétariat envoi le 
projet de texte au Bureau pour commentaires / approbation à retourner au 
plus tard *le 1 avril*

Le secrétariat procèdera ensuite aux ajustements nécessaires et le 
projet amendé sera ensuite envoyé au CDMSI pour une deuxième 
consultation et (nous l’espérons) une adoption.
