Thank you James and Rafik for sharing your work in the Non-commercial Stakeholders Group with the IRPC list. 

"The Comments of the Non-commercial Stakeholders Group: GNSO Privacy & Proxy Service Accreditation Issues WG Initial Report" is a strong statement and -- with the articles and petitions -- has gone far to "highlight why ICANN policies are important and critical even if they may sound cryptic or narrow" (Rafik).

The following line from the report helps sum up the Human Rights implications of the policy: "Anonymous political speech is protected under the US First Amendment and recent Supreme Court cases, and that the right to speak legally in any medium without persecution is protection by the UN Declaration of Human Rights, Article 19" http://forum.icann.org/lists/comments-ppsai-initial-05may15/pdfYsT8A5HEop.pdf
