[IRPCoalition] Council of Europe Draft Recommendation on Internet freedom

The Council of Europe is seeking feedback and comments on the attached draft recommendation on Internet freedom.  While the deadline is looming (the 30th of April), we are in a position to join the dialogue by collaboratively developing a statement and submitting it as the IRP Dynamic Coalition.
