[IRP] Declaration on Internet Freedom

+1 from me.

Would want to note though that the Coalition has also done its fair 
share of writing in this area. In fact, I'd argue that this Declaration 
distills the larger Charter, and 10 Principles down to 5 broad 'big 
ideas' for a wider audience, even if there are differences of opinion 
about form and substance of all three of these initiatives, how they 
came about, and how they are being publicized amongst Coalition members.
