[IRP] IRP chair

IRP is a difficult space and coalition to maintain, and if it is still 
around and 'kicking' it is largely due to Lisa's leadership. I 
congratulate you for this, Lisa. You did truly exceptional work.

I agree with Lisa suggestion on how to go forward. parminder
