[IRP] Charter Draft 1.1 Delayed!

Hi all,

Today was the deadline for me to send you Version 1.1 of the Charter. It is proving more difficult than I had anticipated. I?m very sorry, I hope you don?t mind that it will be slightly delayed, I am aiming to send version 1.1 out on Friday, together with a long list of issues for us to discuss!
