A coalition of consumer organizations is urging the United States
Congress to adopt new legislation for behavioral tracking and ad
targeting. Led by the Center for Digital Democracy, the groups say
that self-regulation has failed to protect privacy. The consumer
groups have issued Principles on Online Behavioral Tracking and
Targeting and an overview. Earlier this year, the FTC recommended new
principles for online advertising but stopped short of recommending
legislation.
