[IRP] Sign on letter for freedom of expression

Dear Max,

Thank you for this and for passing it around so quickly.  I had already sent out the letter to a number of the committee members (governments) as I wanted them to get it before the issue comes up on the agenda today, but I am traveling to Geneva this weekend for the meeting, which goes on through next week, and will add you onto the letter that I will also pass around.  We are delighted to add you on.
