[IRP] (charter) next steps: planning and coordination meeting #2 for the charter update/drafting

Hello all,

I'm afraid I wont be able to make it either on Thursday or Friday during 
the suggested times.

Max, Anja, Fouad, unless you'd like to have an earlier meeting on 
Friday, say 10am EST?

Have made some changes to the preamble and 12, still working on 18 & 19, 
and hope to have it done by tomorrow.
