[IRP] [Rights] (charter) next steps: planning and coordination meeting #2 for the charter update/drafting

Hi all,

I'll try to make it, though at the moment it conflicts with other
commitments. If an earlier meeting is held for those in eastern time zones
I'll join in on that one.
