[IRP] APC rights charter / Internet bill of rights

Hi all,

Thanks for sharing the minutes and thoughts around this. With the Cairo 
IGF looming closer, perhaps it might be useful to think of it as a 
deadline we can work towards in the revision process?

We have roughly 4 months till November, so maybe we can work backwards 
to have a revised charter by then.

This is a suggested agenda:

* June - July: Approach - rights, principles, new rights, existing 
rights, etc?
* August - Sept: Each theme per week, including gaps, new themes etc
* October: Drafting the revised charter

This might give us a more structured process of discussion, and would be 
fantastic if we could look to Max and Lisa to facilitate the discussions?

Would also like to suggest that we use the rights at lists.apc.org list as 
the main space to discuss the charter, so as to avoid clutter and 
duplication :) The list is open to all to join, so it's really about 
keeping the inbox under control!

What does everyone think? Look forward to thoughts.
