[IRP] meeting before xmas

hello everyone

> For me, Tues is better than Wed to meet at 18:00 CET.

i understand that many of you are already in xmas mode, but for those who
are available, I think it would be good to get together to

a) think about a last round of input for the charter
b) the mandate for the expert review group
c) a procedure/schedule for choosing the chair

@robert: we can look at the website move (and the setup to acceppt
donations)

i just had a meeting come up tuesday from 18:00 to 18.30 so I'd prefer a bit
earlier, but let's see who else wants to join
