Welcome! you ask a bunch of good questions. Unfortunately the internet
governance space is very complex and the expertise sits at it's ends.
Meaning there is no central repository where you can find out about the
current hot topics, issues dealt with before, etc.

To get you in the loop about the IRP I'd suggest you start by looking at the
Charter of Human Rights and Principles on the Internet that we are currently
working on (linked from website).
